Our coordinate values have been defined, it has now become impossible to get lost. Can we go outside?

Synopsis

Mapper A is measuring the height of, and the distance between all objects within sight, that stand on a certain 'bare' land. He goes to and fro among the trig point stones that are marked every 2km on all surface within the lawfully declared state border, and the bench marks that are established every 3km, extracting a web like a spider. Our coordinate values have been defined with such precision by this cobweb of the 'System', that you and I, mere points on this web, can no longer get lost. Can we place ourselves on the exterior?
